The Collaborative Labeling and Appliance Standards Program (CLASP) was formed in 1999 by IIEC, the Lawrence Berkeley National Laboratory (LBNL) and the Alliance to Save Energy (the Alliance). CLASP’s sole CLASP is to increase the design, implementation, and enforcement of energy efficiency standards and labels for appliances, equipment, and/or lighting products in developing and transitional countries.  It works through partnerships with agencies and institutions in developing and transitional countries and engages a variety of policy and technical specialists from around the world.

 

With support from USAID, the UN Foundation, the Energy Foundation, and US DOE, CLASP  developed regionally-applicable tools, conducted regional workshops, and provided technical support to partner countries. In each participating country, the project resulted in enhanced institutional capacity for implementing standards and labeling programs, increased production of energy-efficient products by manufacturers, improved average energy efficiency of appliances and equipment, significant reductions in electricity consumption, and lower energy-related emissions of greenhouse gases and other pollutants.

 

CLASP formed a partnership with the UN Department of Economic and Social Affairs (UN/DESA) to undertake a major labels and standards project funded by the UN Foundation. UN/DESA has an active program in promoting energy standards and labeling programs, has worked on energy standards with six Arab countries and participated in lighting and refrigerator efficiency projects in China. The UN/DESA partnership brought with it the participation of UN Development Programme field offices and several UN Regional Commissions.

 

IIEC has led a team of S&L technical experts and web programmers in developing S&L database for CLASP, www.CLASPonline.org.  IIEC has also managed, and supervised team members to keep the database up-to-date.  In 2005, IIEC managed and coordinated the whole integration process for CLASP and APEC-ESIS and create a global S&L database for both websites.
