Project Description and Summary of Services






The IFC/GEF Efficient Lighting Initiative (ELI) was designed  to reduce greenhouse gas emissions by increasing the penetration of energy-efficient lighting technologies. The ELI countries were Argentina, the Czech Republic, Hungary, Latvia, Peru, the Philippines, and South Africa. ELI was funded by the Global Environment Facility (GEF) and was implemented by the International Finance Corporation (IFC). It began in 1999 and  the seven county programs were completed in late 2003, but a Next Generation of ELI continued to provide services to support the use of high-quality energy-efficient lighting.

Under this program, IIEC provided support to the Cross-Cutting Activities (CCA) for the Efficient Lighting Initiative (ELI) which included general maintenance of the Structured Learning Facility (SLF), technical support to the ELI country teams on the random testing procedures, certification of products applications from lighting manufacturers, and maintenance of the ELI website (www.efficientlighting.net).

IIEC also worked with the Lighting and Appliances Testing Laboratory in the Philippines which performed the tests, using new equipment provided by ELI in exchange for  services in testing  randomly-selected samples of 49 ELI-qualified CFL models from 7 countries for compliance with the ELI specifications.
