Project Description and Summary of Services






The Barrier Removal to the Cost Effective Development and Implementation of Energy Efficiency Standards and Labeling Project (BRESL) is aimed at rapidly accelerating the adoption and implementation of energy standards and labels (ES&L) in Asia, and in so doing bring about energy savings from the use of energy efficient appliances/equipment. The project also facilitates harmonization of test procedures, standards and labels among developing countries in Asia, when appropriate, starting with the six countries, Bangladesh, China, Indonesia, Pakistan, Thailand and Vietnam as BRESL Participating Countries (PCs). This assignment focuses on assessing the outcomes and effectiveness of BRESL and analyzing strengths and weaknesses in order to build on opportunities and to overcome barriers. This is to help improve overall project productivity and enhance its effectiveness and sustainability.

Our services include the following tasks:

  • Review all relevant documents and materials.
  • Assess project on the five key criteria: relevance, effectiveness, efficiency, sustainability, and impact of the project.
  • Analyze the project structure and operation including assessing its financial data.
  • Conduct consultations with key stakeholders.
  • Assess the impact of a Risk Evaluation and Mitigation Strategy (REMS)
