IIEC conducted this study for the National Energy Policy Office of Thailand (NEPO) and covered four cities in Thailand (Bangkok, Chiang Mai, Hat Yai and Khong Khaen). The objective of the study was to assess the transport sector energy use and identify possibly improvements.  This included an assessment of current energy use in the transport sector, site visits and report evaluating full spectrum of methods for reducing energy use, with 8 specific recommendations.

The policy analysis presented a description of institutional factors affecting Thailand's transport administration, and a framework for evaluating pricing biases existing in Thailand's transport system. It then evaluated a full spectrum of methods for reducing energy use. Finally, IIEC developed eight specific recommendations and presented them for consideration at a conference of Thai government agencies involved in the transport sector. Results from this conference were incorporated into the final report.

As a result of this paper, IIEC supported Khon Kaen University develop and write a proposal on “Green Campus” to the NEPO. Specifically, IIEC documented and justified theenergy saving benefits of the project including a Bicycle proposal to  increase the energy efficiency of transportation systems on the campus and to change the behavior of students and other members of the campus community regarding the use of motorcycles and other motor vehicles and to increase the use of bicycles.
