Project Description and Summary of Services






CLASP,  on behalf of the Indian Bureau of Energy Efficiency (BEE), managed the S&L program for refrigerators and air-conditioners.  The program was  collaborative and consensus based. All the stakeholders, including manufacturers, NGOs, national and international experts, consumer organizations, and the government, were involved in the process. For effective implementation of the standard and labeling program, BEE  constituted Advisory Committees for select products and appliances. The Advisory Committees managed the S&L process and worked through several technical committees, which provided technical expertise and industry support.  IIEC was part of the Advisory and Technical committees that made all the important decisions regarding the S & L process.


Some of the major milestones of CLASP activities in India were:
- Identification and Engagement of Stakeholders
- Constitution of National Level Steering and Technical Committees that  guided the effective implementation of S&L programs. 
- Assessment of Testing Facilities  in India and  other South Asian countries (SARI Countries).
- Analysis of GHG Emission Reduction Potential for refrigerators and air-conditioners.
- Market/Consumer Research for Label Design and Baseline Assessment that determined the most effective message and design of energy labels.
- Development of Test Procedures and harmonizing them with international procedures.
- Development of Enforcement Plan  labels.
- Development of Star Rating Plan for labels.
- International Harmonization of procedures and star ratings.
