The project is a part of international methane to markets partnership. USEPA has engaged IIEC directly in India and through PA Consulting in Philippines, Vietnam and Thailand to come up with macro-level potential of methane capture initiatives from agriculture sector. Methane being a highly potent greenhouse gas poses higher threat towards climate change. Project activities are expected to result in several replicable programs in the countries where IIEC will complete the resource assessments.

IIEC initiated this  project  on international “Best Practices” (and worst practices) in the areas of policy, programs and institutional development as part of the North-South dialogue. The goal was to create a framework for a debate about the necessary and sufficient conditions for increasing the market share of renewable and efficiency (R&E) technologies.

The study  evaluated the best practices in the areas of policies, programs, institutional development in both developing and developed economies  to ascertain whether there were lessons to be learned from both successes and failures. The study  looked at a sample of the best practices in a variety of countries, such as Brazil, India, the Philippines, South Africa and Thailand. It  evaluated individual policies, programs and institutions as well as instances where they were best integrated for a successful transition to greater RE use. It also focused on several thematic tracks: policy frameworks, technical integration (e.g., hybrid systems), institutional development (including finance), and program designs. Finally there was a review of those nations where the integration of multiple approaches  resulted in the most sustainable market penetration of RE systems.

IIEC focused on capacity-building for CORE (Council on Renewable Energy) because it comprised of the same government officials and policymakers that the Asian Development Bank (ADB) dealt with, and because CORE could conduct technical studies and implement projects with the ADB.

IIEC’s accomplishments in relation to this capacity-building project included: (1) obtaining CORE's first institutional funding; (2) CORE’s adoption of market-based methods of renewable energy dissemination in lieu of traditional methods; and (3) helping CORE establish connections in the international renewables community.

The Green IPP project explored the concept of procuring renewable energy and energy-efficient resources as an alternative to conventional coal-fired power plants in Southeast Asia.

This project considered a hypothetical 150-megawatt (MW) coal-fired power plant and compared it to 150 MW worth of resources supplied by renewable energy and energy efficiency. In developing the concept, IIEC used a hypothetical mix of renewable energy and energy efficiency measures while taking into consideration the cost of each and resource availability in the region. IIEC compared the following parameters in the study: costs including externalities, finance and transaction costs, and employment effects. The project provided information on financing mechanisms for independent power projects, as well as sources of financing for renewable energy and energy efficiency projects in Southeast Asia. It also  recommended a policy framework to support renewable energy and energy efficiency in a restructured utility environment

This project involved collecting case-study information on renewable energy projects for rural application in Indonesia and the Philippines. IIEC gathered for each country 10 case studies of various technologies (micro-hydro, PV, wind) which were then input into a searchable, online database maintained by NREL.
