IIEC-India recently completed an evaluation study for the Hanns Seidel Foundation (HSF) on its water conservation project and climate change Training of Trainers (TOT) program for rural Rajasthan.

The TOT program was designed and executed in four phases through 2012 to 2015 with particular focus on training elected woman representatives (EWRs) and future women leaders.

The goal of the program evaluation was to appraise the impact and effectiveness of the TOT program in terms of fulfilling the programme objectives. The evaluation also aimed to provide recommendations for ensuring wider replication and grassroots-level impacts of the TOT programme. IIEC concluded the study in May 2016.

The study concluded that though the training programme was relatively successful in enhancing the understanding of water conservation, climate change and gender aspects, continuous follow up mechanism post the completion of the programme is extremely crucial to sustaining impact. Women interviewed during the evaluation, expressed a need for greater handholding in the future as well to maintain the momentum. It was also emphasized that the target audience could also be expanded to include other women in the villages in addition to the elected women representatives. This is very crucial to ensure wider awareness. Establishing the link of the trainings with on-going Government of India schemes and programmes was also found to be missing link for now.
