Project Description and summary of services

Bridgelux Inc. awarded a project to characterize the market for LEDs in India. About fifty five past and present LED projects in India were analyzed to determine the sectors that have the highest potential for LEDs. Import data analysis for the last year indicated a trend as to which categories of LED products were the highest to be imported and which Indian ports received the largest amount of LED products. The Indian standards for LEDs were listed along with a vast data on manufacturers and vendorsin LED lighting arena was collected.

The key tasks and objectives are:

IIEC short-listed high energy use buildings in the three states in coordination with state nodal agencies with a mandate to promote energy efficiency.

Held capacity building and training workshops for policy-makers and operations and maintenance staff in the three states.

Conducted investment-grade audits and developed bidding documents to capture technical delivery by the energy services companies, monitoring and verification protocol and technical and commercial bid evaluation criteria.

1. Load Research to establish the rationale for utility specific DSM initiatives

This included a detailed study of Tata Power System Profile from the utility as well as the consumers’ ends. The results of the study were utilized in developing a DSM/EE end-use opportunity matrices and narration on use of the strategies in reducing losses and costs of services

2. Development of DSM Plan highlighting Phase 1 (2 years) and Phase 2 (3 Years) activities

Developing consumer class and end-use technology specific list of DSM programs typically categorized under lighting, end use pumping, street lighting, HVAC programs. It included development of draft DSM Plan for different consumer classes and their phase wise implementation plan. 

3. Assistance in initiation of implementation of Phase 1 DSM activities

Finalization of detail program designs for the two selected programs including implementation plan, procurement budgets, consumer awareness campaigns and M&V. It also included preparing bidding documents to recruit vendors and service providers, execution of marketing plan for the DSM implementation providing inputs in the Tata Power corporate marketing strategy and developing of reporting mechanisms and internal M&V plans.

Chattisgarh State Electricity Board (CSEB) is one of the rare integrated electricity utility involved in generation, transmission and distribution areas. CSEB is a power surplus utility so far with several coal-based power plants as its asset-base. With growing commercial sector activities in this state, CSEB will soon face challenges in meeting demand and institution of demand-side management initiatives is an important step forward.
IIEC supported ABS Infra in implementation of this program in their capacity as the prime contractor. IIEC activities in this contract included setting DSM targets and goals, defining load research activities, overseeing data generation and analysis and design of benefit-cost analysis parameters for selection of short and medium term DSM implementation plan. IIEC also developed monitoring & verification parameters related to the short-term DSM implementation program.
