Project Description and summary of services

The purpose of the Development of an Investment Plan on National Lighting Testing Laboratory Project is to develop a comprehensive investment plan on development of a national testing and certification facility capable of testing various quality parameters of lighting products and issuing certification in compliance with national and international standards.  The completed plan will be submitted to relevant national and local government agencies for consideration and future implementation.  The key tasks of the Project are to:

  • Finalize a detailed workplan for the whole contract duration for PMU’s approval;
  • Assess the capacities of three upgraded laboratories (QUATEST, HUT and IMS) and other testing laboratories in DIEN QUANG, RALACO and HAPULICO companies and compare them against meeting the requirements for the national lab in lighting certification and testing;
  • Survey local lighting manufacturers, and local lighting companies/lighting service providers and establish the demand of testing, certification and labelling of EE lighting products;
  • Identify the international best practices and make recommendation suitable to Vietnam for establishment and operation of the laboratory (organization, personnel, working places, general activities and self-maintenance activities, technical infrastructure, facilities, training, and all other certification and testing issues, etc.);
  • Coordinate with policy makers at Ministry of Science and Technology (MOST), Ministry of Industry and Trade (MOIT) and Ministry of Finance to establish the level of commitment for policy and financial support towards their establishment and operation of the proposed national laboratory;
  • Develop a comprehensive investment plan;
  • Prepare and conduct a national consultation workshop on the developed comprehensive investment plan;
  • Complete a final plan and submit to the relevant government ministries, agencies for the next steps of implementation, and;
  • Prepare a summary report on subcontract's implementation results.

This Commercial EE Pilot Project sought to test appropriate business models and mechanisms for catalyzing a small and sustainable service market that would support EE investments in Vietnam. This was achieved by supporting a small group of commercial service providers or "Project Agents" in all phases of EE project identification, development and implementation.

The overall objective of this project was to develop the capability of Project Agents (equipment manufacturers, equipment suppliers, technical service providers, financial service companies) in implementing a critical mass of pilot projects in the commercial sector to test the appropriate business models and to establish a sustainable service market for supporting EE investments in Vietnam. I

IIEC-Asia gathered and analyzed detailed, up-to-date information on Vietnam's energy policies for Japan’s New Energy and Industrial Development Organization (NEDO).

IIEC gathered information from various Vietnamese government agencies and institutions that are key players in determining Vietnam's energy policies. The project's report contained an overview of energy supply and demand in Vietnam, with an emphasis on electricity. It also provided details on the history of Vietnam’s energy policy, its evolution, current policies and plans. Furthermore, report described two major energy-efficiency programs as well as the barriers to energy efficiency in Vietnam. Finally, the report provided recommendations that would facilitate efficiency improvements, and identified activities where international organizations such as NEDO might participate in Vietnam.

The overall objective of this project was to ensure the successful development and implementation of the Phase 2 DSM Program, by providing ongoing technical assistance, training, advisory services and capacity building to the EVN DSM Cell. The project included a monitoring and evaluation (M&E) component which aims to meet the requirements of EVN and the GEF for the monitoring and evaluation of the DSM Phase 2 Program itself. The conduct of the M&E component in EVN also aims to simultaneously build its capacity to either continue or outsource program M&E activities in the future. IIEC’s activities included:

- Development of an overall M&E Plan for the DSM Phase 2 Program, indicating key milestones for institutional development of EVN DSM Cell and other departments for the current and future phases.
- Capacity building in EVN, PCs and other agencies to conduct DSM program evaluations.
- Development of a program monitoring and tracking system for DSM Programs, including appropriate performance indicators
- Conduct of detailed program evaluations, both mid-term and final
- Conduct of formal and on-the-job training of EVN staff in all aspects of program monitoring and evaluation
