Supporting the Implementation of the National Energy Efficiency Program - Viet Nam (2008 - 2009)

This project, funded by the Asian Development Bank (ADB) focuses on large Industries, primarily, cement, chemical, beverage, steel and plastic industries. The overall objective of the project is to support the implementation of the national Energy Efficiency (EE) Program through the strengthening of technical capacity of relevant institutions and experts, management capacity of relevant industries, stimulation of the EE market and ESCOs and innovative financing to render the EE projects attractive to energy intensive industries.

The scope of the project include: 1) Estimate the investment potential in energy and process efficiency initiatives in the largest industrial sectors in Vietnam; 2) Build the capacity of the Energy Conservation Centers (ECCs) in Ho Chi Minh City, Hanoi and other Provinces in providing energy services to large industries; 3) Preparation of a set of training materials and guidebooks to support industrial energy efficiency; 4) Development of Guidelines for the establishment of a funding mechanism for financing EE projects; 5) Conduct of Investment Grade Audits in a cross-section of industrial sectors to identify potential for energy efficiency improvements and investment opportunities; and 6) Preparation of project financing packages that could be used as a model for other industrial projects.
