Kigali Cooling Efficiency Program (K-CEP) (2018 - 2020)

The project aims to provide technical assistance in the design and implementation of appropriate financing mechanisms to facilitate the market transformation to high-efficiency and climate-friendly inverter-type ACs in the commercial sector with a focus on the hotel sector in Palau and the Cook Islands.

IIEC was tasked to 1) Assessment of ACs in the current market and stakeholder consultation; 2) Development of financial mechanisms to accelerate market adoption and large-scale Implementation. The activities include EE financing capacity assessment, local partner engagement (financial institutions, utilities, and AC suppliers), design of pilot financial mechanisms, pilot testing of the financial mechanism, identification of possible sources of funds and development of the operational plan, and approval and operationalization of the financial mechanism; 3) Technical and Financial Evaluation of the Pilot Phase. The activities include measurement & verification and technical and financial impact evaluation; and 4) Coordination with the Pacific Appliance Labelling and Standards (PALS) Programme to Promote MEPS and Labeling for ACs. The activities include information sharing and capacity building.
