Detailed Narrative Description of Project:
The project aims to support demand-side energy efficiency investments in several Indian states. IIEC is responsible for assessing the performance of Energy Efficiency Services Limited (EESL)’s existing portfolio, the potential to achieve the desired results through the projects planned under the ADB investment and to assess the scope for refining the project process.

Detailed Description of Actual Service Provided by your Firm:

  • Assess the sector development plan, the institutional capacity to implement the plan, and the policy environment to support the plan and their adequacy to meet the priority development needs of the sector.
  • Evaluate EESL’s current portfolio, including actual performance against projected gains and the potential for scaling.
  • Assess the potential for scaling within each of the business lines of EESL’s ESCO operations and the readiness and sustainability of each in light of the proposed use of the ADB loan.
  • Evaluate EESL’s current project due to the diligence process with respect to baseline estimation, approach to estimating energy savings, and ensuring effective use and efficiency gains during the project period.
  • Evaluate the potential leakage and sustainability of the initiatives.
  • Estimate the estimated energy savings from the ADB loan and consequent benefits to the power sector.
  • Evaluate the potential to add other EE initiatives to the individual project scope.
  • Review project criteria and recommend improvements to ensure maximum effectiveness and sustainability.
  • Develop a monitoring and evaluation framework to assist EESL in tracking the subprojects, as well as in reporting on the performance indicators in the design and monitoring framework.
