Project Description:

The GEF Council approved UNEP-IEA Lead Electric Vehicle along with 16 country projects. The assignment is to develop GEF CEO Endorsement document (GCED) and related annexes proposal for India and Maldives based on the approved child project concept for the two countries. This includes GEF CEO Endorsement request document as well as all UN Environment annexes and appendices for the GEF 7 cycle project.

Project Activities:

  • Undertake information gathering and analysis on electric vehicle necessary for preparing the GCED and related annexes;
  • Undertake consultations with key stakeholders as agreed with UN Environment and ADB in understanding the needs and in developing the deliverables for the project to meet the outputs and outcomes outlined in the Child Project Concept.
  • Identify potential co-financing contributions and undertake discussions to seek collaboration and co-financing letters from partners.
  • Prepare a final draft of the full GCED and annexes under the guidance of UN Environment as per the detailed annotated templates included in Annex I for submission to internal UN Environment review processes (including the Project Review Committee – PRC) and post approval by PRC to the GEF Secretariat;
  • Review all PRC / GEF Sec comments on the CEO Endorsement Document, propose responses and ensure review sheets are developed timely and with high quality.

 Specific tasks to India:

  • Facilitate organizing two stakeholder workshops in India – one (1) with the private sector actors and one (1) with the policy makers, civil society and research organizations.
  • Work in close collaboration with EESL appointed focal point in undertaking the work.
  • Work in close collaboration with ADB appointed expert in developing the proposal, specifically information and analysis related to private sector actors in e-vehicle space and component 3 described in the Child Project Concept.

 Specific tasks related to Maldives:

  • Work in close coordination with Ministry of Environment appointed focal point in undertaking the work.
  • Undertake at least one mission of two weeks to collect the necessary information and if possible, a first draft of the main body of the CEO Endorsement Document, workplan, GEF budget and co-finance budget.
  • Organize one (1) stakeholder consultation workshop during the mission to share the findings and seek inputs and suggestions on design of project.

Detailed Narrative Description of Project:
The project aims to demonstrate the technical, regulatory and financial feasibility of large-scale solar projects implemented on Indian Railways (IR) owned land, feeding into their transaction network and thereby reducing IR’s energy cost through long-term agreements to purchase low-cost solar power.

Detailed Description of Actual Service Provided by your Firm:
The scope of the assignment will focus on the international market and will cover:

  1. Identification of various categories of international players for technology transfer, technology demonstrations, financing, undertaking technical studies and assistance and project management support, including Solar Panel manufacturing, Balance of Plant (BOP), developer services (includes EPC), grid integration services, legal services, and financial services.
  2. Identifying entry points for international investors for large scale solar deployment.
  3. Developing business case(s) for international players to promote the technology transfer, financing of projects and to establish long term partnerships where the conditions for providing operations and management (O&M) and long-term support for the management of projects.

Detailed Narrative Description of Project:
The main objective of the project is to help select governments to manage its response to climate change in a comprehensive manner for the specific initiatives under the State Action Plan for Climate Change (SAPCC) and their contribution towards achieving the NDC and Sustainable Development Goals (SDGs).  The immediate objectives are to align the SAPCCs to Nationally Determined Contributions (NDC) and to help develop M&E tools and approaches specific and targeted to each state, to help them plan, monitor and manage the implementation of SAPCCs better. Learning from these state-level experiences will be consolidated and broadened to serve as a general Monitoring and Evaluation Framework that serves the needs and interests of all locations in the region (and beyond).

Detailed Narrative Description of Project:
The project aims to accelerate the adoption of sustainable thermal comfort for the transition towards energy and climate-resilient cities in India. IIEC was responsible to carry out an assessment regarding ongoing policies and programs as well as efforts being made by different agencies and the private sector for bringing energy efficiency in the cooling of buildings and development of the National Cooling Action Plan.

  1. Research and assessment of policies and program related to thermal comfort and increasing cooling load of buildings in India
  2. Formulate outcomes, outputs, and activities for reducing the need for active air conditioning, establishing an ECBC compliance system and build institutional capacity to operationalize ECBC 2017, showcase advance cooling technologies, develop a framework for the transformation of the market to advance low energy and low carbon cooling strategies.

Detailed Narrative Description of Project:
The main objective of the project is improving understanding among government, industrial, and utility partners of the linkages between air quality and utility/industrial energy management; demonstrating the potential for reducing air pollution levels to achieve multiple health-related and economic benefits through smart management of utility operations and industrial energy use; and developing a methodology for attracting bundled private finance for these clean energy solutions.

Detailed Description of Actual Service Provided by your Firm:

  • Coordinate outreach and convene a launch event/planning workshop with key partners in Gujarat and Odisha to develop a detailed workplan and timeline for carrying out the overall project- including air quality monitoring, emission inventories and analyses, health impact analysis, smart energy management, and financing activities.
  • Initiate air quality related activities by collecting available emission data (both monitored and modeled), and developing and testing methodology for assessing changes in local atmospheric concentrations of pollutants in the target areas, attributing the changes in concentrations to the specific measures (i.e. interventions) undertaken through the project, and estimating the health-related and economic benefits of these air quality improvements.
  • Complete final report to stakeholders and Climate & Clean Air Coalition (CCAC) demonstrating impact (DI) reporting including CCAC DI indicators and associated data collection questionnaire/initiative reporting template.
