The project aims to be a platform to collect and disseminate knowledge, best practices, and tools related to the development of sustainable urban energy systems, and thereby support the development of liveable cities in the Asia Pacifi­c region. (http://apuea.org)

Detailed Description of Actual Service Provided by your Firm:

  • Establish a portal for sharing international and regional best practices for planning and implementing sustainable urban energy systems, including policies and regulations, business models, concepts and technologies.
  • Act as an information hub to support city policymakers, program managers, and other stakeholders in the design, development, and support of sustainable urban energy systems.
  • Promote the development of sustainable urban energy projects, customized for the different countries in the Asia Pacific region, by actively supporting project consortiums with project development and implementation.

Detailed Narrative Description of Project:
The GEF Council approved UNEP-IEA Lead Electric Vehicle along with 16 country projects. The assignment is to develop the GEF CEO Endorsement document (GCED) and related annexes proposal for India and Maldives based on the approved child project concept for the two countries. This includes the GEF CEO Endorsement request document as well as all UN Environment annexes and appendices for the GEF 7 cycle project.

Detailed Description of Actual Service Provided by your Firm:

  • Undertake information gathering and analysis on electric vehicle necessary for preparing the GCED and related annexes;
  • Undertake consultations with key stakeholders as agreed with UN Environment and ADB in understanding the needs and in developing the deliverables for the project to meet the outputs and outcomes outlined in the Child Project Concept.
  • Identify potential co-financing contributions and undertake discussions to seek collaboration and co-financing letters from partners.
  • Prepare a final draft of the full GCED and annexes under the guidance of UN Environment as per the detailed annotated templates included in Annex I for submission to internal UN Environment review processes (including the Project Review Committee – PRC) and post-approval by PRC to the GEF Secretariat;
  • Review all PRC / GEF Sec comments on the CEO Endorsement Document, propose responses and ensure review sheets are developed timely and with high quality.

IIEC-Africa collaborated with cities in the SADC region to bring the benefits of energy efficiency to urban management. The benefits of these opportunities extended far beyond the prize of energy efficiency and included the following: improved urban service management, reduced localized air pollution, improved quality of basic urban services, and cost savings that translated into more extensive services. All  these outcomes  directly impacted the urban poor in Southern Africa.

The World Bank has funded IIEC to conduct detailed desk research and consultation with key stakeholders to collect and update all the required data and information for the RISE index to be updated as of December 31, 2019, for
Western Balkans Region which includes the following countries:
Macedonia, Albania, Bosnia and Herzegovina, Kosovo and Montenegro.
Asia and Pacific Region which includes the following countries:
Afghanistan, Bangladesh, Cambodia, China, Indonesia, Lao PDR, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Papua New Guinea, Philippines, Singapore, Solomon Islands, Sri Lanka, Thailand, Vanuatu, and Vietnam.
ECA Region which includes the following countries:
Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Kazakhstan, Kyrgyz Republic, Romania, Russian Federation, Serbia, Tajikistan, Turkey, Turkmenistan, Ukraine, and Uzbekistan.

The Regulatory Indicators for Sustainable Energy (RISE) project is a tool to assess the policy and regulatory environment for private investment in sustainable energy. Through a suite of specially-designed indicators and detailed country-specific data, RISE provides a global reference point for countries to evaluate their enabling environment in energy access, renewable energy, and energy efficiency—and what policies and other instruments they may need to move toward their sustainable energy vision. RISE highlights good practices across countries that can foster a good enabling environment for sustainable energy and support peer learning.
